Narrative:

On approach to 29D winds were very gusty. Airspeed was kept 10 KTS above normal and 15 degree flaps were used. Forecast winds were 270 degrees, 20 KTS gusting to 29 KTS. Landing was attempted on runway 28, however gusty crosswind began to push aircraft off runway. Go around was attempted with full power. When in positive climb gear was retracted, but aircraft settled down -- propeller struck runway. Climb continued and landing made at another airport. Problem was continued attempt at landing in winds which may have exceeded aircraft's and pilot's crosswind capabilities. Also, gear was retracted too early -- allowances should have been made for gusty winds and loss of airspeed anticipated.

Title: PLT OF A MO20, STRUCK PROP DURING GAR FROM AN ATTEMPTED LNDG IN GUSTY XWIND CONDITIONS. PLT RAISED THE LNDG GEAR TOO EARLY AND THE ACFT DSNDED STRIKING THE PROP. RPTR DIVERTED TO ANOTHER ARPT.

LNDG WAS ATTEMPTED ON RWY 28, HOWEVER GUSTY XWIND BEGAN TO PUSH ACFT OFF RWY. GAR WAS ATTEMPTED WITH FULL PWR. WHEN IN POSITIVE CLB GEAR WAS RETRACTED, BUT ACFT SETTLED DOWN -- PROP STRUCK RWY. CLB CONTINUED AND LNDG MADE AT ANOTHER ARPT. PROB WAS CONTINUED ATTEMPT AT LNDG IN WINDS WHICH MAY HAVE EXCEEDED ACFT'S AND PLT'S XWIND CAPABILITIES. ALSO, GEAR WAS RETRACTED TOO EARLY -- ALLOWANCES SHOULD HAVE BEEN MADE FOR GUSTY WINDS AND LOSS OF AIRSPD ANTICIPATED.
