Narrative:
We were located at the military ramp in FAA and received a taxi clearance from fra tower (frankfurt, germany) to taxi on south to F and hold short of runway 25L. While taxiing on south, the tower asked us if we were good for takeoff on runway 25L from intersection F. We responded that we were good from F to runway 25L. We were on south approaching F when the tower told us to line up on runway 25L and let him know when we were ready for takeoff. We responded we would line up on runway 25L and let him know when we were ready. As we made the turn onto F and were taking the runway, we noticed an aircraft just landing (and was no factor) and an aircraft on final. Because of the close proximity of runway 25L and runway 25R we initially judged the aircraft landing to be lined up for runway 25R. As we moved closer to the runway, it was apparent the aircraft was lined up for runway 25L. We questioned fra tower to confirm we were cleared to line up on runway 25L. The controller answered that we were not cleared onto the runway and he gave the landing aircraft missed approach instructions. We continued across the runway and cleared the runway. Fra tower told us he had not cleared us onto runway 25L and that we had caused a conflict and an aircraft to go missed. We responded that we had been cleared and we had read back his instructions (clearance) at the time he gave them. At the time of this problem, fra tower was very busy with numerous takeoffs and landing aircraft. All 3 of us (pilots) agree as to what we heard and how we were cleared.

Title: ATC FLC MISCOM. ACR L1011 ENTERS THE RWY AFTER THE LCL CTLR TOLD THE FLC TO LINE UP WITH RWY 25L AND TO LET HIM KNOW WHEN READY FOR TKOF.
Narrative: WE WERE LOCATED AT THE MIL RAMP IN FAA AND RECEIVED A TAXI CLRNC FROM FRA TWR (FRANKFURT, GERMANY) TO TAXI ON S TO F AND HOLD SHORT OF RWY 25L. WHILE TAXIING ON S, THE TWR ASKED US IF WE WERE GOOD FOR TKOF ON RWY 25L FROM INTXN F. WE RESPONDED THAT WE WERE GOOD FROM F TO RWY 25L. WE WERE ON S APCHING F WHEN THE TWR TOLD US TO LINE UP ON RWY 25L AND LET HIM KNOW WHEN WE WERE READY FOR TKOF. WE RESPONDED WE WOULD LINE UP ON RWY 25L AND LET HIM KNOW WHEN WE WERE READY. AS WE MADE THE TURN ONTO F AND WERE TAKING THE RWY, WE NOTICED AN ACFT JUST LNDG (AND WAS NO FACTOR) AND AN ACFT ON FINAL. BECAUSE OF THE CLOSE PROX OF RWY 25L AND RWY 25R WE INITIALLY JUDGED THE ACFT LNDG TO BE LINED UP FOR RWY 25R. AS WE MOVED CLOSER TO THE RWY, IT WAS APPARENT THE ACFT WAS LINED UP FOR RWY 25L. WE QUESTIONED FRA TWR TO CONFIRM WE WERE CLRED TO LINE UP ON RWY 25L. THE CTLR ANSWERED THAT WE WERE NOT CLRED ONTO THE RWY AND HE GAVE THE LNDG ACFT MISSED APCH INSTRUCTIONS. WE CONTINUED ACROSS THE RWY AND CLRED THE RWY. FRA TWR TOLD US HE HAD NOT CLRED US ONTO RWY 25L AND THAT WE HAD CAUSED A CONFLICT AND AN ACFT TO GO MISSED. WE RESPONDED THAT WE HAD BEEN CLRED AND WE HAD READ BACK HIS INSTRUCTIONS (CLRNC) AT THE TIME HE GAVE THEM. AT THE TIME OF THIS PROB, FRA TWR WAS VERY BUSY WITH NUMEROUS TKOFS AND LNDG ACFT. ALL 3 OF US (PLTS) AGREE AS TO WHAT WE HEARD AND HOW WE WERE CLRED.
