Narrative:
We were leaving iad to phf, takeoff to south (runway 19R) vectored north. Climbed to 7000 ft, given climb to 11000 ft by first controller, handed off to frequency 125.65 and had leveled off at 11000 ft and controller said 'maintain 10000 ft.' we stated we were given (and read back) 11000 ft. He said, 'no, 10000 ft.' 11000 ft was set in altitude controller confirmed by both pilots and read back to controller as climbing to 11000 ft. This is possibly another case of controller listening back to our readback of his/her instructions. Controller was very cordial. There were no TCASII TA's or RA's. Supplemental information from acn 399398: the controller never questioned the readback of 11000 ft. I do believe that we were cleared to 11000 ft because when I am the PF, my procedure is to listen to readback of PNF and watch to make sure that the correct readback is set in altitude select window, which is exactly what happened during this incident.

Title: A CE650 CLBS TO 11000 FT ON CLB CLRNC FROM IAD DEP CTLR. SECOND CTLR DISPUTES THIS WHEN ACFT LEVELS AT 11000 FT, SAYING THEY WERE ASSIGNED 10000 FT. CREW DISPUTES THIS.
Narrative: WE WERE LEAVING IAD TO PHF, TKOF TO S (RWY 19R) VECTORED N. CLBED TO 7000 FT, GIVEN CLB TO 11000 FT BY FIRST CTLR, HANDED OFF TO FREQ 125.65 AND HAD LEVELED OFF AT 11000 FT AND CTLR SAID 'MAINTAIN 10000 FT.' WE STATED WE WERE GIVEN (AND READ BACK) 11000 FT. HE SAID, 'NO, 10000 FT.' 11000 FT WAS SET IN ALT CTLR CONFIRMED BY BOTH PLTS AND READ BACK TO CTLR AS CLBING TO 11000 FT. THIS IS POSSIBLY ANOTHER CASE OF CTLR LISTENING BACK TO OUR READBACK OF HIS/HER INSTRUCTIONS. CTLR WAS VERY CORDIAL. THERE WERE NO TCASII TA'S OR RA'S.
