Narrative:
On a visual approach into cgx, I was being vectored by chicago approach. The left engine started running rough so I tried adjusting the mixture and then turned the boost pump from 'low' to 'high.' when I did that, I was at about 200 ft AGL and the left engine quit. I was close enough to the runway to land safely and didn't have time for a restart. I didn't get or didn't hear the handoff from approach to tower and landed without a landing clearance.

Title: A C414 PLT LANDS WITHOUT CLRNC AT CGX WHEN HE IS DISTRACTED BY AN ENG FAILURE ON SHORT FINAL.
Narrative: ON A VISUAL APCH INTO CGX, I WAS BEING VECTORED BY CHICAGO APCH. THE L ENG STARTED RUNNING ROUGH SO I TRIED ADJUSTING THE MIXTURE AND THEN TURNED THE BOOST PUMP FROM 'LOW' TO 'HIGH.' WHEN I DID THAT, I WAS AT ABOUT 200 FT AGL AND THE L ENG QUIT. I WAS CLOSE ENOUGH TO THE RWY TO LAND SAFELY AND DIDN'T HAVE TIME FOR A RESTART. I DIDN'T GET OR DIDN'T HEAR THE HDOF FROM APCH TO TWR AND LANDED WITHOUT A LNDG CLRNC.
