Narrative:
Departed blm at XA45 pm VFR. Climbed to 6500 ft, 270 degree heading, contacted mcguire approach for VFR flight following en route to fdk. Approximately XB00 pm and about 5 NM from class B airspace I asked mcguire approach if they were going to hand me off to phl approach, no response. Called again, finally they responded by advising me to contact phl approach. Contacted phl approach on frequency given by mcguire and advised my altitude and location and asked if I was cleared into class B airspace. Phl approach advised I will be if I contact phl approach on different frequency. (I don't recall these frequencys.) contacted new phl approach frequency and advised of altitude and location. Phl approach acknowledged and advised I was 'a little late.' by the time I made this contact I had already penetrated class B without proper clearance. In retrospect I should have either, 1) climbed above class B airspace and continue or 2) circled outside class B while on mcguire approach until I received proper clearance to enter class B from phl approach.

Title: A C182 PLT ENTERS PHL CLASS B WITHOUT A CLRNC WHILE AWAITING A 'HDOF' FROM WRI APCH CTLR. PLT HAD NO FLT PLAN FILED.
Narrative: DEPARTED BLM AT XA45 PM VFR. CLBED TO 6500 FT, 270 DEG HDG, CONTACTED MCGUIRE APCH FOR VFR FLT FOLLOWING ENRTE TO FDK. APPROX XB00 PM AND ABOUT 5 NM FROM CLASS B AIRSPACE I ASKED MCGUIRE APCH IF THEY WERE GOING TO HAND ME OFF TO PHL APCH, NO RESPONSE. CALLED AGAIN, FINALLY THEY RESPONDED BY ADVISING ME TO CONTACT PHL APCH. CONTACTED PHL APCH ON FREQ GIVEN BY MCGUIRE AND ADVISED MY ALT AND LOCATION AND ASKED IF I WAS CLRED INTO CLASS B AIRSPACE. PHL APCH ADVISED I WILL BE IF I CONTACT PHL APCH ON DIFFERENT FREQ. (I DON'T RECALL THESE FREQS.) CONTACTED NEW PHL APCH FREQ AND ADVISED OF ALT AND LOCATION. PHL APCH ACKNOWLEDGED AND ADVISED I WAS 'A LITTLE LATE.' BY THE TIME I MADE THIS CONTACT I HAD ALREADY PENETRATED CLASS B WITHOUT PROPER CLRNC. IN RETROSPECT I SHOULD HAVE EITHER, 1) CLBED ABOVE CLASS B AIRSPACE AND CONTINUE OR 2) CIRCLED OUTSIDE CLASS B WHILE ON MCGUIRE APCH UNTIL I RECEIVED PROPER CLRNC TO ENTER CLASS B FROM PHL APCH.
