Narrative:
Aircraft #2 nebound passing 8 mi southeast rod. Aircraft #1 swbound over rod. Aircraft #2 was level FL330. Aircraft #1 was climbing from FL310 to FL350. Controller felt the 2 aircraft would pass laterally with 5-6 mi. Conflict alert activated -- aircraft #2 was turned right to heading 090 degrees. Aircraft #1 was turned right to heading 260 degrees. Aircraft #1 was observed descending from FL326 to FL314. Aircraft #1 had a TCASII RA and followed, but did not advise ATC until well after the fact. Aircraft #1 also acknowledged an ATC clearance to turn right to heading 260 degrees but did not make turn. Separation was lost.

Narrative: ACFT #2 NEBOUND PASSING 8 MI SE ROD. ACFT #1 SWBOUND OVER ROD. ACFT #2 WAS LEVEL FL330. ACFT #1 WAS CLBING FROM FL310 TO FL350. CTLR FELT THE 2 ACFT WOULD PASS LATERALLY WITH 5-6 MI. CONFLICT ALERT ACTIVATED -- ACFT #2 WAS TURNED R TO HDG 090 DEGS. ACFT #1 WAS TURNED R TO HDG 260 DEGS. ACFT #1 WAS OBSERVED DSNDING FROM FL326 TO FL314. ACFT #1 HAD A TCASII RA AND FOLLOWED, BUT DID NOT ADVISE ATC UNTIL WELL AFTER THE FACT. ACFT #1 ALSO ACKNOWLEDGED AN ATC CLRNC TO TURN R TO HDG 260 DEGS BUT DID NOT MAKE TURN. SEPARATION WAS LOST.
