Narrative:
We as flight XXX were cleared for takeoff from runway 9L at phl airport. As we started our takeoff run, everything seemed quite normal until we approached rotation speed. I noticed that a C172 (I think) was on our runway taxiing in at a southeast direction. So I rotated at a quicker rate than normal and veered slightly right to miss the cessna. We missed the cessna and the captain notified the control tower that there was an airplane on our runway. The tower seemed as surprised as we were to this fact. Contributing factors to this event were the reduced visibility and the custard yellow and white paint scheme of the cessna. And also the cessna pilot's incursion onto an active runway.

Title: B737 FLC GIVEN TKOF CLRNC IN IMC. C210C PLT HAS RWY INCURSION AND IS IN THE PATH OF THE B737. WHEN THE B737 FLC SEE IT, THEY ROTATE RAPIDLY AND AT A SPD BELOW VR. B737 FLC ESTIMATES THEY PASSED 20-100 FT OVER THE C210C.
Narrative: WE AS FLT XXX WERE CLRED FOR TKOF FROM RWY 9L AT PHL ARPT. AS WE STARTED OUR TKOF RUN, EVERYTHING SEEMED QUITE NORMAL UNTIL WE APCHED ROTATION SPD. I NOTICED THAT A C172 (I THINK) WAS ON OUR RWY TAXIING IN AT A SE DIRECTION. SO I ROTATED AT A QUICKER RATE THAN NORMAL AND VEERED SLIGHTLY R TO MISS THE CESSNA. WE MISSED THE CESSNA AND THE CAPT NOTIFIED THE CTL TWR THAT THERE WAS AN AIRPLANE ON OUR RWY. THE TWR SEEMED AS SURPRISED AS WE WERE TO THIS FACT. CONTRIBUTING FACTORS TO THIS EVENT WERE THE REDUCED VISIBILITY AND THE CUSTARD YELLOW AND WHITE PAINT SCHEME OF THE CESSNA. AND ALSO THE CESSNA PLT'S INCURSION ONTO AN ACTIVE RWY.
