Narrative:
While being vectored from mcguire approach control we were flying at 4000 ft MSL when we noticed a TCASII advisory pop up at 500 ft above us and at the 2 mi range. We advised approach control of it and before he could answer us, we saw that the approaching aircraft was descending through our altitude and within less than 1 mi of us. The TCASII RA announced 'descend now.' we initiated an immediate descent to 3600 ft and we saw the approaching aircraft slightly above and to the left of us. Approach yelled at the cessna for his intentions and he stated he was descending to 1500 ft.
