Narrative:
During engine shutdown and restart validation, on functional check flight following heavy C maintenance, #2 engine would not restart. Emergency declared and non eventful 2 engine recovery accomplished. Callback conversation with reporter revealed the following information: the reporter stated the aircraft was a B727- 200 pwred by P&west JT8D-15 engines. The reporter said maintenance found the fuel control unit malfunctioning and replaced the unit.

Title: A B727-200 ON A FUNCTIONAL TEST FLT AFTER A HVY MAINT CHK DURING THE ENG RELIGHT VERIFICATION TEST #2 ENG FAILED TO RELIGHT AT FL210. EMER DECLARED AND DIVERTED.
Narrative: DURING ENG SHUTDOWN AND RESTART VALIDATION, ON FUNCTIONAL CHK FLT FOLLOWING HVY C MAINT, #2 ENG WOULD NOT RESTART. EMER DECLARED AND NON EVENTFUL 2 ENG RECOVERY ACCOMPLISHED.
