Narrative:
Inbound to houston hobby we were kept high because of traffic we were following, then we were cleared to cross marit intersection at 10000 ft at 250 KTS. Approaching marit we realized we would not make the restr and the controller said he needed the altitude. We then said two different times 'unable on the altitude and would you like a turn?' there was no reply. Crossing marit we were handed to houston approach. Overworked controllers and congested frequencys seemed to be the problem.

Narrative: INBOUND TO HOUSTON HOBBY WE WERE KEPT HIGH BECAUSE OF TFC WE WERE FOLLOWING, THEN WE WERE CLRED TO CROSS MARIT INTXN AT 10000 FT AT 250 KTS. APCHING MARIT WE REALIZED WE WOULD NOT MAKE THE RESTR AND THE CTLR SAID HE NEEDED THE ALT. WE THEN SAID TWO DIFFERENT TIMES 'UNABLE ON THE ALT AND WOULD YOU LIKE A TURN?' THERE WAS NO REPLY. XING MARIT WE WERE HANDED TO HOUSTON APCH. OVERWORKED CTLRS AND CONGESTED FREQS SEEMED TO BE THE PROB.
