Narrative:
Passenger came on board and sat in seat xf at bulkhead and placed bag on the floor. I advised her that all bags were to be placed in overhead bin since there was no under seat storage. She asked if she was the one who had to do it. When I replied yes, she placed it in overhead bin. During boarding process (she came on with pre-boards), she was talking with a passenger in the row behind her, that's when I noticed that her speech was slurred. Towards the end of boarding a family of three came onboard and said that they had seats xdef. I asked to verify the passenger's boarding pass and she protested that it was in her bag in the overhead bin and she couldn't get to it. After I insisted that she get it she revealed that her seat was yf. I directed her to her proper seat and with much protest, she moved. That's when the other passenger mentioned that she had made a big commotion in the boarding lounge. I informed the flight attendant #1 that she was intoxicated, who told the captain. Since the door was already closed, the captain advised us via the flight attendant #1 not to serve her any alcohol. During the meal and beverage service she requested alcohol and flight attendant #4 pointed out that she will not be served alcohol. Her response was 'is it because I came onboard drunk?' she then insisted that her meal tray be taken away. We asked her to hold on to it since we had no room on the beverage cart for a dirty tray. While we were halfway down the cabin, still doing our beverage service, she came up behind me with 2 dirty trays and said take them. I requested that she return to her seat and wait a few mins. She then proceeded to put them in the overhead bin. In the process one tray fell and all the uneaten food and salad was all over the nearby passenger, particularly 2 sleeping children. Passenger in seat next to her later revealed that she had a bottle of some form of alcohol in her purse that she took sips from throughout the flight. The other passenger that was seated on her left also revealed that her conversation throughout the flight (she talked constantly) was about bombs and guns. All of this was reported to the flight attendant #1, who gave her an in-flight passenger report. Flight attendant #1, also reported all activities to the captain, who radioed ahead for the auths to meet the flight. Callback conversation with reporter revealed the following information: reporter states that the passenger was in the boarding area for 1 hour due to a flight delay and observed to be drinking from her own bottle and disturbing other passenger. The flight was full and the turnaround time minimal once the aircraft arrived. Upon boarding, when the reporter had the seating problem with this passenger and noticed her condition she went to the flight supervisor to have her taken off and the gate agent had already closed the door. The captain was then informed of the disturbance and advised the cabin attendant to not serve her any alcohol and watch her, that they would not be able to deplane the passenger since the door was already closed. The flight crew had the auths meet the aircraft on arrival at their destination, and the passenger was still intoxicated and belligerent. A relative of the passenger was there to meet her and refused to take her in that condition stating that he knows how she gets with alcohol, so the local police took her in custody. The reporter did not know what happened to the passenger beyond that time. Supplemental information from acn 407552: my opinion is that the agents in lax should have never given her a boarding pass. She was very disruptive in the boarding lounge and had gone head to head with the agents. Passenger tried to board 3 times while pre-board announcements were being made, and announced loudly that 'the airline doesn't care about me.' in-flight, the passenger asked when the 'beer cart' would be coming by. Flight attendant #4 said that she would not be serving her alcohol when it was time to serve beverages. Several other passenger who observed her behavior in the boarding lounge area and or the airplane, went to the back to tell the aft flight attendants that she was drunk and seemingly crazy. Passenger Z came up to first class to tell me she was making comments about bombs and machine guns, plus drinking her own alcohol out of her purse. Passenger Y said she was being completely vulgar in addition to drinking what she brought.

Title: ONBOARD MD80S, PAX WAS BOARDED INTOXICATED AND WAS DISRUPTIVE THE ENTIRE FLT. FLC HAD AUTHS MEET ACFT AT DEST.
Narrative: PAX CAME ON BOARD AND SAT IN SEAT XF AT BULKHEAD AND PLACED BAG ON THE FLOOR. I ADVISED HER THAT ALL BAGS WERE TO BE PLACED IN OVERHEAD BIN SINCE THERE WAS NO UNDER SEAT STORAGE. DURING BOARDING PROCESS (SHE CAME ON WITH PRE-BOARDS), SHE WAS TALKING WITH A PAX IN THE ROW BEHIND HER, THAT'S WHEN I NOTICED THAT HER SPEECH WAS SLURRED. TOWARDS THE END OF BOARDING A FAMILY OF THREE CAME ONBOARD AND SAID THAT THEY HAD SEATS XDEF. THE OTHER PAX THAT WAS SEATED ON HER L ALSO REVEALED THAT HER CONVERSATION THROUGHOUT THE FLT (SHE TALKED CONSTANTLY) WAS ABOUT BOMBS AND GUNS. ALL OF THIS WAS RPTED TO THE FLT ATTENDANT #1, WHO GAVE HER AN INFLT PAX RPT. FLT ATTENDANT #1, ALSO RPTED ALL ACTIVITIES TO THE CAPT, WHO RADIOED AHEAD FOR THE AUTHS TO MEET THE FLT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT THE PAX WAS IN THE BOARDING AREA FOR 1 HR DUE TO A FLT DELAY AND OBSERVED TO BE DRINKING FROM HER OWN BOTTLE AND DISTURBING OTHER PAX. THE FLT WAS FULL AND THE TURNAROUND TIME MINIMAL ONCE THE ACFT ARRIVED. UPON BOARDING, WHEN THE RPTR HAD THE SEATING PROB WITH THIS PAX AND NOTICED HER CONDITION SHE WENT TO THE FLT SUPVR TO HAVE HER TAKEN OFF AND THE GATE AGENT HAD ALREADY CLOSED THE DOOR. THE CAPT WAS THEN INFORMED OF THE DISTURBANCE AND ADVISED THE CABIN ATTENDANT TO NOT SERVE HER ANY ALCOHOL AND WATCH HER, THAT THEY WOULD NOT BE ABLE TO DEPLANE THE PAX SINCE THE DOOR WAS ALREADY CLOSED. THE FLC HAD THE AUTHS MEET THE ACFT ON ARR AT THEIR DEST, AND THE PAX WAS STILL INTOXICATED AND BELLIGERENT. A RELATIVE OF THE PAX WAS THERE TO MEET HER AND REFUSED TO TAKE HER IN THAT CONDITION STATING THAT HE KNOWS HOW SHE GETS WITH ALCOHOL, SO THE LCL POLICE TOOK HER IN CUSTODY. THE RPTR DID NOT KNOW WHAT HAPPENED TO THE PAX BEYOND THAT TIME. SUPPLEMENTAL INFO FROM ACN 407552: MY OPINION IS THAT THE AGENTS IN LAX SHOULD HAVE NEVER GIVEN HER A BOARDING PASS. SHE WAS VERY DISRUPTIVE IN THE BOARDING LOUNGE AND HAD GONE HEAD TO HEAD WITH THE AGENTS. PAX TRIED TO BOARD 3 TIMES WHILE PRE-BOARD ANNOUNCEMENTS WERE BEING MADE, AND ANNOUNCED LOUDLY THAT 'THE AIRLINE DOESN'T CARE ABOUT ME.' INFLT, THE PAX ASKED WHEN THE 'BEER CART' WOULD BE COMING BY. FLT ATTENDANT #4 SAID THAT SHE WOULD NOT BE SERVING HER ALCOHOL WHEN IT WAS TIME TO SERVE BEVERAGES. SEVERAL OTHER PAX WHO OBSERVED HER BEHAVIOR IN THE BOARDING LOUNGE AREA AND OR THE AIRPLANE, WENT TO THE BACK TO TELL THE AFT FLT ATTENDANTS THAT SHE WAS DRUNK AND SEEMINGLY CRAZY. PAX Z CAME UP TO FIRST CLASS TO TELL ME SHE WAS MAKING COMMENTS ABOUT BOMBS AND MACHINE GUNS, PLUS DRINKING HER OWN ALCOHOL OUT OF HER PURSE. PAX Y SAID SHE WAS BEING COMPLETELY VULGAR IN ADDITION TO DRINKING WHAT SHE BROUGHT.
