Narrative:
The attached situation description and related information is based on continuous observations and experiences obtained during 42 yrs of involvement in civil and military aviation. I have been involved in far 61, 91, 121, 135 and 141 operations as a crew member, instructor/examiner, manager, investigator and communicator. I have also been involved in ATC as a controller, trainer and manager. More important, I have been extremely fortunate to have shared numerous classes, seminars, and 18000 hours flying with many dedicated and well-qualified persons in the aviation industry. The order of my report is based on a 'modified' kepner-trego format with additional comments and supporting documents. The contents have, in general, been discussed with representatives of the FAA, AOPA, nafi, as well as many members of the aviation community. It appears that your review and involvement is well justified and will hopefully resolve a threatening situation.

Title: A FLT INSTRUCTOR COMPLAINS THAT THE INST PROCS FOR ILS APCHS ARE NOT CORRECTLY TAUGHT TO FLT INST STUDENTS.
Narrative: THE ATTACHED SIT DESCRIPTION AND RELATED INFO IS BASED ON CONTINUOUS OBSERVATIONS AND EXPERIENCES OBTAINED DURING 42 YRS OF INVOLVEMENT IN CIVIL AND MIL AVIATION. I HAVE BEEN INVOLVED IN FAR 61, 91, 121, 135 AND 141 OPS AS A CREW MEMBER, INSTRUCTOR/EXAMINER, MGR, INVESTIGATOR AND COMMUNICATOR. I HAVE ALSO BEEN INVOLVED IN ATC AS A CTLR, TRAINER AND MGR. MORE IMPORTANT, I HAVE BEEN EXTREMELY FORTUNATE TO HAVE SHARED NUMEROUS CLASSES, SEMINARS, AND 18000 HRS FLYING WITH MANY DEDICATED AND WELL-QUALIFIED PERSONS IN THE AVIATION INDUSTRY. THE ORDER OF MY RPT IS BASED ON A 'MODIFIED' KEPNER-TREGO FORMAT WITH ADDITIONAL COMMENTS AND SUPPORTING DOCUMENTS. THE CONTENTS HAVE, IN GENERAL, BEEN DISCUSSED WITH REPRESENTATIVES OF THE FAA, AOPA, NAFI, AS WELL AS MANY MEMBERS OF THE AVIATION COMMUNITY.
