Narrative:
While operating a BE1900 in far 121 service we taxied from passenger terminal to runway 12L at lbf. We made traffic calls on CTAF that we were taxing from the ramp to runway 12L. While we taxied out I monitored CTAF and my first officer obtained our IFR clearance to den. We performed our before takeoff checklist and runway line-up checklists. The TCASII was on (which operates on the ground) and no targets were observed. We also cleared the airspace visually and announced on CTAF that we were 'departing runway 12L lbf departure to the southwest, any traffic in the lbf area please advise.' no other aircraft answered, so we rolled out onto the runway with all of our lights on. I started to add takeoff power when we heard 'lbf traffic cherokee...we're just landing on runway 30R lbf.' I instantly brought the power levers to idle and stopped the aircraft, and moved to the right side of the runway. As he made his radio call I saw him rolling out about 7000 ft down the runway. He never made any radio calls until it was almost too late. He didn't have any lights on his aircraft operating. He either had no mode C capabilities or wasn't squawking altitude because he never showed up on our TCASII. We were on the ground in lbf for 10 mins (route of flight was gri-lbf-den) and we never heard him make any position reports except the last one.

Title: CAPT OF AN ACR LTT ABORTED TKOF AT A NON TWR ARPT WHEN ANOTHER ACFT ANNOUNCED THAT THEY HAD JUST LANDED ON THE OPPOSITE END OF THE PARALLEL RWY IN WHICH HE HAD ANNOUNCED THAT HE WAS TAKING OFF.
Narrative: WHILE OPERATING A BE1900 IN FAR 121 SVC WE TAXIED FROM PAX TERMINAL TO RWY 12L AT LBF. WE MADE TFC CALLS ON CTAF THAT WE WERE TAXING FROM THE RAMP TO RWY 12L. WHILE WE TAXIED OUT I MONITORED CTAF AND MY FO OBTAINED OUR IFR CLRNC TO DEN. WE PERFORMED OUR BEFORE TKOF CHKLIST AND RWY LINE-UP CHKLISTS. THE TCASII WAS ON (WHICH OPERATES ON THE GND) AND NO TARGETS WERE OBSERVED. WE ALSO CLRED THE AIRSPACE VISUALLY AND ANNOUNCED ON CTAF THAT WE WERE 'DEPARTING RWY 12L LBF DEP TO THE SW, ANY TFC IN THE LBF AREA PLEASE ADVISE.' NO OTHER ACFT ANSWERED, SO WE ROLLED OUT ONTO THE RWY WITH ALL OF OUR LIGHTS ON. I STARTED TO ADD TKOF PWR WHEN WE HEARD 'LBF TFC CHEROKEE...WE'RE JUST LNDG ON RWY 30R LBF.' I INSTANTLY BROUGHT THE PWR LEVERS TO IDLE AND STOPPED THE ACFT, AND MOVED TO THE R SIDE OF THE RWY. AS HE MADE HIS RADIO CALL I SAW HIM ROLLING OUT ABOUT 7000 FT DOWN THE RWY. HE NEVER MADE ANY RADIO CALLS UNTIL IT WAS ALMOST TOO LATE. HE DIDN'T HAVE ANY LIGHTS ON HIS ACFT OPERATING. HE EITHER HAD NO MODE C CAPABILITIES OR WASN'T SQUAWKING ALT BECAUSE HE NEVER SHOWED UP ON OUR TCASII. WE WERE ON THE GND IN LBF FOR 10 MINS (RTE OF FLT WAS GRI-LBF-DEN) AND WE NEVER HEARD HIM MAKE ANY POS RPTS EXCEPT THE LAST ONE.
