Narrative:

While on climb we were level at FL250, awaiting climb to FL310 our cruising altitude. Chicago advised us to turn 10 degrees right for our 'climb to FL310.' it was more advisory from controller, not directive. We turned 10 degrees right, and awaited a clear clearance to FL310, none came, controller was busy. About 2 mins later controller cleared us to FL260 and to climb 'now.' we immediately climbed to FL260 and were cleared on to FL310 without further comment. It seems to me controller was 'thinking about a climb to FL310' when he told us to turn right but because of his workload, was not clear in his clearance. I took it to mean, turn right now and expect climb to FL310 later.

Title: FLC OF A FOKKER 100, (FK10), BECAME CONFUSED AS TO THE ACTUAL CLRNC INTENDED BY THE ARTCC RADAR CTLR WHEN HE ASKED THEM TO TURN 10 DEGS OFF COURSE WHEN CLBING TO A HIGHER ALT. THEY THOUGHT THAT THEY HAD TO WAIT FOR CLB CLRNC. CTLR SEEMED STRESSED WITH THE TFC LOAD.

Narrative: WHILE ON CLB WE WERE LEVEL AT FL250, AWAITING CLB TO FL310 OUR CRUISING ALT. CHICAGO ADVISED US TO TURN 10 DEGS R FOR OUR 'CLB TO FL310.' IT WAS MORE ADVISORY FROM CTLR, NOT DIRECTIVE. WE TURNED 10 DEGS R, AND AWAITED A CLR CLRNC TO FL310, NONE CAME, CTLR WAS BUSY. ABOUT 2 MINS LATER CTLR CLRED US TO FL260 AND TO CLB 'NOW.' WE IMMEDIATELY CLBED TO FL260 AND WERE CLRED ON TO FL310 WITHOUT FURTHER COMMENT. IT SEEMS TO ME CTLR WAS 'THINKING ABOUT A CLB TO FL310' WHEN HE TOLD US TO TURN R BUT BECAUSE OF HIS WORKLOAD, WAS NOT CLR IN HIS CLRNC. I TOOK IT TO MEAN, TURN R NOW AND EXPECT CLB TO FL310 LATER.
