Narrative:

Bzn-sea, requested and received departure clearance to VFR climb on course. ATC also cleared us to 14000 ft. At 13500 ft, we requested a higher altitude and were told that we were not in radar contact and to remain at 14000 ft. We leveled at 14000 ft. Approximately 1 min later, ATC reported us at 14500 ft, descending to 14000 ft. I don't understand how the controller could say we were at 14500 ft when all our instruments indicated 14000 ft. We had no other complaints about our transponder. There was no corrective action taken because there was nothing to correct.
