Narrative:

On an IFR flight plan from punta gorda to boca raton in a cessna 421C at approximately XA40. We had descended from 7000 ft to 3000 ft (requested by west palm beach approach). We had no warning from approach of any aircraft in the vicinity! Only evasive action by the C172 prevented a midair. As a pilot passenger, my first glimpse of the C172 came as it flashed by the l-hand front cabin window in a climbing attitude. I was seated behind the copilot in a rear facing seat. The C172 was at our altitude and closer than any other plane I've ever experienced. I suspect that both pilot and copilot were engaged in checking relatively new navaids and only spotted the C172 as it came close. You can bet I learned this -- even pro pilots and ATC can make mistakes. Near airports you must look outside!

I SUSPECT THAT BOTH PLT AND COPLT WERE ENGAGED IN CHKING RELATIVELY NEW NAVAIDS AND ONLY SPOTTED THE C172 AS IT CAME CLOSE. YOU CAN BET I LEARNED THIS -- EVEN PRO PLTS AND ATC CAN MAKE MISTAKES.
