Narrative:

On a routine test flight at FL230 the altitude reporting encoder was reporting erroneous altitude intermittently. I verified to ARTCC that both altimeters were reading FL230 (at 29.92) and this was the altitude I was assigned, but they reported our 'readout' indicated higher on their screen. We aborted the flight and descended with ARTCC's instructions. We returned to base, moline, il, where the electronics difficulty was repaired/corrected and the aircraft returned to service.
