Narrative:

VFR incursion into IFR control zone due to low ceilings. Grossly inaccurate WX forecasting caused planned VFR arrival at unfamiliar airport (lfk). Lfk was made control zone due to low ceilings. There was confusion concerning proper controling agency. Unicom unresponsive to radio calls. Insufficient planning for alternative landing outside of controled airspace.

Title: LIGHT ACFT PLT OPERATES VFR INTO IMC IN ZHU AIRSPACE.

Narrative: VFR INCURSION INTO IFR CTL ZONE DUE TO LOW CEILINGS. GROSSLY INACCURATE WX FORECASTING CAUSED PLANNED VFR ARR AT UNFAMILIAR ARPT (LFK). LFK WAS MADE CTL ZONE DUE TO LOW CEILINGS. THERE WAS CONFUSION CONCERNING PROPER CTLING AGENCY. UNICOM UNRESPONSIVE TO RADIO CALLS. INSUFFICIENT PLANNING FOR ALTERNATIVE LNDG OUTSIDE OF CTLED AIRSPACE.
