Narrative:
Approach control cleared us for a visual approach to runway 17 and switched us to tower control approximately 5 mi from the runway. Switching to tower, we were cleared to land, as we watched an aircraft on its takeoff roll. Another aircraft was then put into 'position and hold' as we were in very close proximity to the runway. The aircraft was issued instructions from the tower to take off, and then a few seconds later issued 'cleared for immediate takeoff!' the aircraft was still on its takeoff roll, not in the rotation phase, and we were closing on the aircraft as we passed over the runway numbers. At 50 ft above the ground (and near the touchdown zone) we commenced a go around. Tower control never issued a go around, but safety was compromised. The go around to landing was uneventful. Had we landed in lieu of a go around, the departing aircraft would have still been on the runway, and not have rotated.

Title: MLG CREW WAS CLRED TO LAND. TWR LCL CTLR THEN CLRED ANOTHER ACFT FOR TKOF DIRECTLY AHEAD OF THEM.
Narrative: APCH CTL CLRED US FOR A VISUAL APCH TO RWY 17 AND SWITCHED US TO TWR CTL APPROX 5 MI FROM THE RWY. SWITCHING TO TWR, WE WERE CLRED TO LAND, AS WE WATCHED AN ACFT ON ITS TKOF ROLL. ANOTHER ACFT WAS THEN PUT INTO 'POS AND HOLD' AS WE WERE IN VERY CLOSE PROX TO THE RWY. THE ACFT WAS ISSUED INSTRUCTIONS FROM THE TWR TO TAKE OFF, AND THEN A FEW SECONDS LATER ISSUED 'CLRED FOR IMMEDIATE TKOF!' THE ACFT WAS STILL ON ITS TKOF ROLL, NOT IN THE ROTATION PHASE, AND WE WERE CLOSING ON THE ACFT AS WE PASSED OVER THE RWY NUMBERS. AT 50 FT ABOVE THE GND (AND NEAR THE TOUCHDOWN ZONE) WE COMMENCED A GAR. TWR CTL NEVER ISSUED A GAR, BUT SAFETY WAS COMPROMISED. THE GAR TO LNDG WAS UNEVENTFUL. HAD WE LANDED IN LIEU OF A GAR, THE DEPARTING ACFT WOULD HAVE STILL BEEN ON THE RWY, AND NOT HAVE ROTATED.
