Narrative:
Pilot took off when WX conditions were below takeoff minimums. There appears to be confusion between what the commercial charts versus government charts depict. Commercial charts indicate takeoff minimums as low as 1/4 mi while government charts list no such minimum. The pilot has been lectured to in regards to his transgression and the company chief pilot personally advising each pilot of the applicable takeoff minimums. Supplemental information from acn 418647: part 135 regulations require that we use 1600 RVR or 1/4 mi. ATIS was reporting 3/8 mi at the time. The confusion came in when I thought 1200 RVR = 1/4 mi. I found out about the problem from another pilot who wondered how I took off legally. I told him and our thinking on RVR and RVV was different. We looked it up and he was right.

Title: PLT OF A SHORTS BROTHER SC7 SKYVAN SH7 TOOK OFF BELOW ARPT TKOF MINIMUMS APPROVED FOR HIS COMPANY. THE COMPANY DIRECTOR OF OPS COMPLAINS ABOUT THE DIFFERENCE IN THE TKOF MINIMUMS OF THE GOV AND COMMERCIAL INST PROCS CHARTS.
