Narrative:
Pennsylvania licensed chevy van pulled in front of our small aircraft while we were taxiing after landing. He refused to allow us to leave. He claimed to be the airport manager and insisted on forcing us out of the plane. Prior to this we were practicing engine out emergency lndgs on a grass field. We were over the airport at 3000 ft and spiraled to the ground. We observed 3 other planes during that time, one of which appeared to be 500 ft above the ground that flew right over the tower. We theorize that this guy was upset about this and assumed that the only plane at the airport was the culprit. The safety problem is his attempt to 'capture' us by blocking our path with his van. If we failed to see him or if another plane came in, then what!

Title: PVT PLT COMPLAINS OF ARPT MGR'S ATTEMPT AT HALTING THEIR ARPT OPS ON HIS FIELD AS THEY TAXIED CLR OF RWY AT HANOVER, PA, 6W6.
Narrative: PENNSYLVANIA LICENSED CHEVY VAN PULLED IN FRONT OF OUR SMA WHILE WE WERE TAXIING AFTER LNDG. HE REFUSED TO ALLOW US TO LEAVE. HE CLAIMED TO BE THE ARPT MGR AND INSISTED ON FORCING US OUT OF THE PLANE. PRIOR TO THIS WE WERE PRACTICING ENG OUT EMER LNDGS ON A GRASS FIELD. WE WERE OVER THE ARPT AT 3000 FT AND SPIRALED TO THE GND. WE OBSERVED 3 OTHER PLANES DURING THAT TIME, ONE OF WHICH APPEARED TO BE 500 FT ABOVE THE GND THAT FLEW RIGHT OVER THE TWR. WE THEORIZE THAT THIS GUY WAS UPSET ABOUT THIS AND ASSUMED THAT THE ONLY PLANE AT THE ARPT WAS THE CULPRIT. THE SAFETY PROB IS HIS ATTEMPT TO 'CAPTURE' US BY BLOCKING OUR PATH WITH HIS VAN. IF WE FAILED TO SEE HIM OR IF ANOTHER PLANE CAME IN, THEN WHAT!
