Narrative:
Tul tower. Location: on localizer approach to runway 18L tul. From 2000 ft AGL to 700 ft AGL runway 18L localizer, localizer deflection noticed on autoflt system and on navigation instruments. After autoplt was disconnected, localizer was still erratic. This problem was confirmed by another airline flight following on same approach. Runway 18L has been under construction, which may have affected localizer signal integrity. Suggest further follow up and analysis by appropriate auths. Callback conversation with reporter revealed the following information: reporter states that he made another trip into tul and had hoped to check the localizer deviations to see if the conditions had changed. It was difficult because there was so much wind. They did make a coupled approach on runway 18L ILS and there were still deviations. He could see the work going on with the approach lights and reporter wonders if that may be causing some of the problems. He has learned that the efforts are to bring runway 18L up to a CAT ii status. The company does know about the situation but reporter does not know if any action has been taken. Reporter also mentioned the problem to the tower.

Title: FLC OF S80 HAS LOC DEFLECTION DURING APCH INTO TUL. THEY TRIED CHKING TO DETERMINE IF IT IS THE ACFT EQUIP. THEY DETERMINED THAT THIS IS HAPPENING TO OTHER ACFT AS WELL. ON ANOTHER TRIP WITH A COUPLED APCH THE SAME PROB EXISTED.
Narrative: TUL TWR. LOCATION: ON LOC APCH TO RWY 18L TUL. FROM 2000 FT AGL TO 700 FT AGL RWY 18L LOC, LOC DEFLECTION NOTICED ON AUTOFLT SYS AND ON NAV INSTS. AFTER AUTOPLT WAS DISCONNECTED, LOC WAS STILL ERRATIC. THIS PROB WAS CONFIRMED BY ANOTHER AIRLINE FLT FOLLOWING ON SAME APCH.
