Narrative:
I was advised by captain inbound gdl that pur, his alternate, was closed. I then rechked NOTAMS and saw there was a NOTAM stating runway 4-22 closed oct/xa/98 XB00Z, rendering the airport unsuitable as alternate. I was able to change alternate to bjx while flight was en route. I don't remember seeing NOTAM in system when I updated prior to calculation time, but it was there when the release calculated. In looking at flight paperwork, there is no way to determine when NOTAM was actually input into system, but there should be. I've run into similar sits before when dealing with international NOTAMS, as I believe it takes manual action once a NOTAM or cancellation is received by their system. Hence the possible time lag from when the mexican auths input the NOTAM to when I had access to it.

I'VE RUN INTO SIMILAR SITS BEFORE WHEN DEALING WITH INTL NOTAMS, AS I BELIEVE IT TAKES MANUAL ACTION ONCE A NOTAM OR CANCELLATION IS RECEIVED BY THEIR SYS. HENCE THE POSSIBLE TIME LAG FROM WHEN THE MEXICAN AUTHS INPUT THE NOTAM TO WHEN I HAD ACCESS TO IT.
