Narrative:
Landed on runway 8, contacted ground control, was instructed to turn right on taxiway D hold short of runway 31. Aircraft read back hold short runway 31. Aircraft taxied across hold line. I called aircraft and instructed him to stop. Aircraft continued to taxi onto runway then stopped. Aircraft (Y) on final was given go around. Taxiing aircraft that stopped on the runway then called ground control. Pilot had his head up his butt while taxiing. This airport is a disaster waiting to happen. Between runway incursions, airspace violators and just general poorly trained stupid pilots. There needs to be a more simplified way of violating these guys and getting them out of the cockpit and into training or grounded. ATC specialists more and more are required to do all but fly the aircraft. Redundancy, readback, phraseology, ATIS, all falls on controllers.

Title: ATCT GND CTLR CONCERNED WITH GENERAL APPLICATION OF ATC FLYING STANDARDS OPERATING AT LNS ARPT. CTLR PERCEIVES CONSTANT AND REPETITIVE INSTRUCTION IS REQUIRED.
Narrative: LANDED ON RWY 8, CONTACTED GND CTL, WAS INSTRUCTED TO TURN R ON TXWY D HOLD SHORT OF RWY 31. ACFT READ BACK HOLD SHORT RWY 31. ACFT TAXIED ACROSS HOLD LINE. I CALLED ACFT AND INSTRUCTED HIM TO STOP. ACFT CONTINUED TO TAXI ONTO RWY THEN STOPPED. ACFT (Y) ON FINAL WAS GIVEN GAR. TAXIING ACFT THAT STOPPED ON THE RWY THEN CALLED GND CTL. PLT HAD HIS HEAD UP HIS BUTT WHILE TAXIING. THIS ARPT IS A DISASTER WAITING TO HAPPEN. BTWN RWY INCURSIONS, AIRSPACE VIOLATORS AND JUST GENERAL POORLY TRAINED STUPID PLTS. THERE NEEDS TO BE A MORE SIMPLIFIED WAY OF VIOLATING THESE GUYS AND GETTING THEM OUT OF THE COCKPIT AND INTO TRAINING OR GNDED. ATC SPECIALISTS MORE AND MORE ARE REQUIRED TO DO ALL BUT FLY THE ACFT. REDUNDANCY, READBACK, PHRASEOLOGY, ATIS, ALL FALLS ON CTLRS.
