Narrative:
At FL210 ZBW asked us if we had the WX for pqi. We replied negative and he gave us the current WX, which was VFR 7000 ft few, 9000 ft overcast, 10 mi visibility, 180 degree 4 KT wind. Center asked us our intentions. We said that we would do the visual to runway 1. He descended us down to 11000 ft and while in the descent he cleared us down to 5000 ft and a heading of 060 degrees. At 18 mi out, the localizer came alive. We tried numerous times to contact ZBW without success. We flew through the course on assigned heading 060 degrees. At 5000 ft, we made a decision that we had lost communication with ZBW and switched over to pqi CTAF 122.8 and announced our position and intentions. At that time we established communication with an aircraft back taxiing to runway 1 and would be departing VFR. We turned back to reintercept the localizer and flew for excal, which is the IAF FAF for runway 1. At 12.5 DME we established visual on the airport, runway and departing aircraft. We spoke to the aircraft and announced our position on final for runway 1. At this time we left 5000 ft and made a descent to recapture the GS, making a visual approach, backed up by the ILS and landed. Upon clearing runway 1, we re-established communication on boston clearance frequency 121.6. We explained our situation and he expressed concern on departing VFR aircraft and inability to communicate with us.

AT THAT TIME WE ESTABLISHED COM WITH AN ACFT BACK TAXIING TO RWY 1 AND WOULD BE DEPARTING VFR. WE TURNED BACK TO REINTERCEPT THE LOC AND FLEW FOR EXCAL, WHICH IS THE IAF FAF FOR RWY 1.
