Narrative:

Aircraft xyz arrived with a PIREP involving radio altimeter and GPWS. I proceeded to placard the GPWS. After aircraft departure and review of the PIREP, I concluded that the radio altimeter system should also have been deferred and placarded along with a lower minimum performance downgrade. When the aircraft returned to ZZZ, I accomplished the required checks for the radio altimeter system, GPWS, and performed a land 40 test and cleared the item.
