Narrative:

2 foreign national young men (age 19 I think) were denied alcohol due to their age. They had in their possession a liter (or fifth) bottle of jack daniels and consumed almost all of bottle during flight. Flight attendant involved tried numerous time to get the 2 passenger to quiet down and be less disruptive. Passenger were very loud and yelling vulgarities and obscenities, disrupting flight and annoying/offending other passenger. Flight attendant finally found almost empty bottle and reported incident to captain. Still could not get passenger under control. One of the pilots came back and spoke to passenger. I believe he told them that auths would meet the flight. Nothing seemed to make any impression on these 2 passenger. I saw and spoke to passenger on deplaning. I knew they were the two even though I had not had previous contact with them because they looked very young and were very obviously inebriated. One asked what would happen to them, the other was unconcerned and laughing. I told them I didn't know. When I got off the plane there was an airline passenger service rep on jetbridge talking to them. There was no one else, ie, police. I overheard passenger service rep saying to them how very sorry she was that they were being inconvenienced. Later I spoke with the captain who told me that the 2 passenger were vulgar and abusive to him when he deplaned (after me). He said nothing would be done to these passenger. The airline does not and will not prosecute or in any way punish violent/disruptive/abusive passenger, even though they violate FARS. Personally, I see no point in my enforcing any far, or in trying to maintain order or control of passenger in the future as the company will not back me up, and the message this sends to the passenger is that crew members have no authority/authorized, they need not comply with regulations or our directives, and anything goes on an airplane.

Title: CABIN ATTENDANT RPT REGARDING 2 PAX WHO WERE DRUNK AND DISORDERLY DURING FLT AND ON THE JETBRIDGE WHEN DEPLANING. CALLED FOR SECURITY BUT THEY DID NOT ARRIVE.

FLT ATTENDANT INVOLVED TRIED NUMEROUS TIME TO GET THE 2 PAX TO QUIET DOWN AND BE LESS DISRUPTIVE. PAX WERE VERY LOUD AND YELLING VULGARITIES AND OBSCENITIES, DISRUPTING FLT AND ANNOYING/OFFENDING OTHER PAX. FLT ATTENDANT FINALLY FOUND ALMOST EMPTY BOTTLE AND RPTED INCIDENT TO CAPT. STILL COULD NOT GET PAX UNDER CTL. ONE OF THE PLTS CAME BACK AND SPOKE TO PAX. I BELIEVE HE TOLD THEM THAT AUTHS WOULD MEET THE FLT. NOTHING SEEMED TO MAKE ANY IMPRESSION ON THESE 2 PAX. I SAW AND SPOKE TO PAX ON DEPLANING. I KNEW THEY WERE THE TWO EVEN THOUGH I HAD NOT HAD PREVIOUS CONTACT WITH THEM BECAUSE THEY LOOKED VERY YOUNG AND WERE VERY OBVIOUSLY INEBRIATED. ONE ASKED WHAT WOULD HAPPEN TO THEM, THE OTHER WAS UNCONCERNED AND LAUGHING. I TOLD THEM I DIDN'T KNOW. WHEN I GOT OFF THE PLANE THERE WAS AN AIRLINE PAX SVC REP ON JETBRIDGE TALKING TO THEM. THERE WAS NO ONE ELSE, IE, POLICE. I OVERHEARD PAX SVC REP SAYING TO THEM HOW VERY SORRY SHE WAS THAT THEY WERE BEING INCONVENIENCED. LATER I SPOKE WITH THE CAPT WHO TOLD ME THAT THE 2 PAX WERE VULGAR AND ABUSIVE TO HIM WHEN HE DEPLANED (AFTER ME). HE SAID NOTHING WOULD BE DONE TO THESE PAX. THE AIRLINE DOES NOT AND WILL NOT PROSECUTE OR IN ANY WAY PUNISH VIOLENT/DISRUPTIVE/ABUSIVE PAX, EVEN THOUGH THEY VIOLATE FARS. PERSONALLY, I SEE NO POINT IN MY ENFORCING ANY FAR, OR IN TRYING TO MAINTAIN ORDER OR CTL OF PAX IN THE FUTURE AS THE COMPANY WILL NOT BACK ME UP, AND THE MESSAGE THIS SENDS TO THE PAX IS THAT CREW MEMBERS HAVE NO AUTH, THEY NEED NOT COMPLY WITH REGS OR OUR DIRECTIVES, AND ANYTHING GOES ON AN AIRPLANE.
