Narrative:

For the third time in about 2 weeks, I heard airborne aircraft calling aby ATCT on 121.9 to check in for landing. This frequency is a ground control frequency assigned to both of our facilities, as well as atl and several other facilities. I called ZJX ARTCC and inquired about this. They said aby ATCT had been experiencing bleedover on the local control frequency (120.25) and someone was supposed to be checking on it either this week or last week. 1) ground frequencys should not be assigned to airborne aircraft. 2) response to this type of problem should be faster, even during holidays -- even at contract towers, like aby.

THEY SAID ABY ATCT HAD BEEN EXPERIENCING BLEEDOVER ON THE LCL CTL FREQ (120.25) AND SOMEONE WAS SUPPOSED TO BE CHKING ON IT EITHER THIS WK OR LAST WK. 1) GND FREQS SHOULD NOT BE ASSIGNED TO AIRBORNE ACFT. 2) RESPONSE TO THIS TYPE OF PROB SHOULD BE FASTER, EVEN DURING HOLIDAYS -- EVEN AT CONTRACT TWRS, LIKE ABY.
