Narrative:
While descending on the coatt 3 arrival into iad airport we were given a clearance to cross falko intersection at 10000 ft and 250 KTS. While we were descending through about 12800 ft, I selected 250 KTS on the airspeed bug. ZDC called and stated that we were not going to make the restr. I then noticed that the autoplt had leveled off at 12000 ft to slow to 250 KTS. I had been flying our other type of autoplt lately and this autoplt would continue the descent and then slow. We were level at 10000 ft by 6.8 DME, falko is 10 DME from brv.

Narrative: WHILE DSNDING ON THE COATT 3 ARR INTO IAD ARPT WE WERE GIVEN A CLRNC TO CROSS FALKO INTXN AT 10000 FT AND 250 KTS.
