Narrative:

The C550 (aircraft Y) came over to me at 3000 ft from satellite. I had cleared the SF34 (aircraft X) for the ILS runway 12L approach and he was about 2 mi outside the marker. I gave the C550 a 190 KT speed restr and he read back 190 degree heading. I observed him turning, questioned his heading and turned him (C550) immediately out of the way and then immediately broke the SF34 off the approach to the southwest and climbed him. I pointed out traffic to the C550 and he reported the SF34 in sight and then maintained visual separation from him as he turned.

Title: ACFT Y DID NOT FOLLOW INSTRUCTIONS GIVEN BY THE RPTR. THIS RESULTED IN ACFT X BEING PULLED OFF THE FINAL APCH. RPTR HAD TO RESORT TO VISUAL SEPARATION BTWN BOTH ACFT.

I GAVE THE C550 A 190 KT SPD RESTR AND HE READ BACK 190 DEG HDG. I OBSERVED HIM TURNING, QUESTIONED HIS HDG AND TURNED HIM (C550) IMMEDIATELY OUT OF THE WAY AND THEN IMMEDIATELY BROKE THE SF34 OFF THE APCH TO THE SW AND CLBED HIM. I POINTED OUT TFC TO THE C550 AND HE RPTED THE SF34 IN SIGHT AND THEN MAINTAINED VISUAL SEPARATION FROM HIM AS HE TURNED.
