Narrative:

We were level at FL280 and ZOB gave us a descent to FL260. We began the descent. I saw a target on the TCASII heading in our direction at FL270 at about 15 NM. I questioned ATC. We were given a 40 degree turn to the right for traffic. We also got a TA which was rapidly followed by an RA. We responded to the RA and informed ATC. We had good visual contact with the B737 (after the RA) and our lowest altitude was about FL276. After we were once again level at FL280, I asked ATC if they had really given us a clearance to FL260. They said 'yes they did!' the TCASII worked as advertised.
