Narrative:
Time: XX58Z. Frequency/altitude 127.3/3700 ft. ATC facility: iah tower. Location: over the airport. We were cleared to takeoff on runway 15L turn to heading 360 degrees climb to 4000 ft. Climbing through 3500 ft tower started to hand us off to departure and then said to stay with him. Just prior to leveloff and as we were about to roll out on the 360 degree heading we received a TA. At the same time tower made a call that we were unable to hear because of the TCASII. That was followed by an RA to descend. We saw the traffic pass 400 ft above us. I informed tower that we just had an RA and he acknowledged it and handed us off to departure. A follow up phone call to tower supervisor revealed that he was not aware of the RA. He said that he was going to pull the tapes.
