Narrative:
During descent on the big sur 2 arrival to sfo, we were cleared to cross boldr intersection at 10000 ft and to delete the 250 KT speed restr. We were also asked to maintain 310 KTS or greater during descent. Prior to boldr, ATC asked us to level off at an intermediate altitude only 400 ft prior. We began a normal leveloff and informed ATC we would be unable to comply, at which time they canceled the clearance. This placed us high on the profile. In an attempt to comply with the boldr crossing restr of 10000 ft, which we did, this resulted in a momentary and inadvertent exceedance of 250 KTS below 10000 ft. This was brought to my attention by the first officer (PNF). Contributing factors: 1) ATC issuing a clearance beyond the performance capabilities of the aircraft. 2) an attempt to comply with a very difficult crossing restr during a high workload phase of flight. 3) not immediate asking ATC for relief from the 10000 ft boldr restr.
Original NASA ASRS Text
Title: AN ACR ACFT EXCEEDS 250 KTS BELOW 10000 FT ON THE BIG SUR 2 ARR PROC INTO SFO.
Narrative: DURING DSCNT ON THE BIG SUR 2 ARR TO SFO, WE WERE CLRED TO CROSS BOLDR INTXN AT 10000 FT AND TO DELETE THE 250 KT SPD RESTR. WE WERE ALSO ASKED TO MAINTAIN 310 KTS OR GREATER DURING DSCNT. PRIOR TO BOLDR, ATC ASKED US TO LEVEL OFF AT AN INTERMEDIATE ALT ONLY 400 FT PRIOR. WE BEGAN A NORMAL LEVELOFF AND INFORMED ATC WE WOULD BE UNABLE TO COMPLY, AT WHICH TIME THEY CANCELED THE CLRNC. THIS PLACED US HIGH ON THE PROFILE. IN AN ATTEMPT TO COMPLY WITH THE BOLDR XING RESTR OF 10000 FT, WHICH WE DID, THIS RESULTED IN A MOMENTARY AND INADVERTENT EXCEEDANCE OF 250 KTS BELOW 10000 FT. THIS WAS BROUGHT TO MY ATTN BY THE FO (PNF). CONTRIBUTING FACTORS: 1) ATC ISSUING A CLRNC BEYOND THE PERFORMANCE CAPABILITIES OF THE ACFT. 2) AN ATTEMPT TO COMPLY WITH A VERY DIFFICULT XING RESTR DURING A HIGH WORKLOAD PHASE OF FLT. 3) NOT IMMEDIATE ASKING ATC FOR RELIEF FROM THE 10000 FT BOLDR RESTR.
