Narrative:
Experienced inability to reduce power below 13 inches manifold pressure while on final approach at 4b9 airport. On go around, could not achieve manifold pressure greater than 17 inches. Attempted second landing at 4b9 but airspeed was excessive and went around. Entered bdl class C airspace, squawked 7700, attempted to contact bdl approach on 125.80 and 125.35 but could not establish communications. Was able to contact bdl tower on 120.30 at about 4 mi. Announced problem, declared emergency and landed uneventfully, after being cleared by tower controller.

Title: PLT OF A MOONEY, M20C, DECLARED AN EMER AND ENTERED CLASS C AIRSPACE TO LAND AT LARGER ARPT SINCE HE WOULD NOT CTL THE ENG PWR WITH THE THROTTLE.
Narrative: EXPERIENCED INABILITY TO REDUCE PWR BELOW 13 INCHES MANIFOLD PRESSURE WHILE ON FINAL APCH AT 4B9 ARPT. ON GAR, COULD NOT ACHIEVE MANIFOLD PRESSURE GREATER THAN 17 INCHES. ATTEMPTED SECOND LNDG AT 4B9 BUT AIRSPD WAS EXCESSIVE AND WENT AROUND. ENTERED BDL CLASS C AIRSPACE, SQUAWKED 7700, ATTEMPTED TO CONTACT BDL APCH ON 125.80 AND 125.35 BUT COULD NOT ESTABLISH COMS. WAS ABLE TO CONTACT BDL TWR ON 120.30 AT ABOUT 4 MI. ANNOUNCED PROB, DECLARED EMER AND LANDED UNEVENTFULLY, AFTER BEING CLRED BY TWR CTLR.
