Narrative:

Flight was cleared to cross lamma intersection at 12000 ft and 250 KTS. First officer was PF. Clearance was read back and understood by both pilots. During later portion of descent, I made a farewell PA to passenger. I noticed our altitude was 12000 ft as required by the STAR, but speed was still at cruise. I mentioned this to the first officer and requested use of speed brakes to slow to 250 KTS. At lamma intersection we were still at 300 KTS and slowing. The flight continued to a normal landing. Factors: my distraction from my monitoring duties prevented correction of the speed approaching lamma intersection. Also, first officer's speed reduction planning was unsatisfactory.

Title: FO OF A B737-200 FAILED TO SLOW ACFT BY XING RESTR. CAPT CAUGHT ERROR PRIOR TO FIX, BUT THE FO DID NOT SUFFICIENTLY SLOW IN TIME FOR THE FIX.

Narrative: FLT WAS CLRED TO CROSS LAMMA INTXN AT 12000 FT AND 250 KTS. FO WAS PF. CLRNC WAS READ BACK AND UNDERSTOOD BY BOTH PLTS. DURING LATER PORTION OF DSCNT, I MADE A FAREWELL PA TO PAX. I NOTICED OUR ALT WAS 12000 FT AS REQUIRED BY THE STAR, BUT SPD WAS STILL AT CRUISE. I MENTIONED THIS TO THE FO AND REQUESTED USE OF SPD BRAKES TO SLOW TO 250 KTS. AT LAMMA INTXN WE WERE STILL AT 300 KTS AND SLOWING. THE FLT CONTINUED TO A NORMAL LNDG. FACTORS: MY DISTR FROM MY MONITORING DUTIES PREVENTED CORRECTION OF THE SPD APCHING LAMMA INTXN. ALSO, FO'S SPD REDUCTION PLANNING WAS UNSATISFACTORY.
