Narrative:
On climb out of sfo, ZOA (frequency 119.47) cleared us (air carrier X) to climb to FL230. Passing through 14500 ft MSL, we received a TCASII TA that indicated traffic at 16000 ft MSL at our 1 O'clock position at approximately 10 NM, and received a clearance from ZOA to stop our climb at 16000 ft MSL. Passing 15200 ft MSL, we received a TCASII RA to descend. The first officer (PF) immediately turned the autoplt off and complied with the RA, descending from 15400 ft MSL to 14600 ft MSL, at which time the RA ceased. The first officer then climbed to our assigned altitude of 16000 ft MSL. Estimate that the conflict traffic came within 5 NM (using our navigation display). The conflict traffic was never sighted visually. ZOA then advised us that the conflict traffic was VFR and reporting that he was at 16500 ft MSL. His call sign was cessna 310. We advised ZOA of our RA and compliance. The first indication (TA) by ZOA was given to us as they directed our climb to stop at 16000 ft MSL.
Original NASA ASRS Text
Title: FLC OF AN AIRBUS A320 STOPPED CLB AND DSNDED IN RESPONSE TO A TCASII RA CAUSED BY A C310, VFR, AT 500 FT BELOW HIS OR HER ALT SPECIFIED TO ARTCC CTLR.
Narrative: ON CLBOUT OF SFO, ZOA (FREQ 119.47) CLRED US (ACR X) TO CLB TO FL230. PASSING THROUGH 14500 FT MSL, WE RECEIVED A TCASII TA THAT INDICATED TFC AT 16000 FT MSL AT OUR 1 O'CLOCK POS AT APPROX 10 NM, AND RECEIVED A CLRNC FROM ZOA TO STOP OUR CLB AT 16000 FT MSL. PASSING 15200 FT MSL, WE RECEIVED A TCASII RA TO DSND. THE FO (PF) IMMEDIATELY TURNED THE AUTOPLT OFF AND COMPLIED WITH THE RA, DSNDING FROM 15400 FT MSL TO 14600 FT MSL, AT WHICH TIME THE RA CEASED. THE FO THEN CLBED TO OUR ASSIGNED ALT OF 16000 FT MSL. ESTIMATE THAT THE CONFLICT TFC CAME WITHIN 5 NM (USING OUR NAV DISPLAY). THE CONFLICT TFC WAS NEVER SIGHTED VISUALLY. ZOA THEN ADVISED US THAT THE CONFLICT TFC WAS VFR AND RPTING THAT HE WAS AT 16500 FT MSL. HIS CALL SIGN WAS CESSNA 310. WE ADVISED ZOA OF OUR RA AND COMPLIANCE. THE FIRST INDICATION (TA) BY ZOA WAS GIVEN TO US AS THEY DIRECTED OUR CLB TO STOP AT 16000 FT MSL.
