Narrative:
Departed ssf VOR IFR to sat ILS followed by IFR return to ssf VOR for approach -- proficiency training. WX was 2100 ft scattered to broken. Cleared IFR 4000 ft. Sat approach tried once to descend me for expedited VFR landing. I requested ILS and return to ssf for VOR approach. Vectored to sat ILS runway 12R. At 2 mi on final sat runway 12R, tower changed to runway 12L. I requested continue to 1 mi for training. Approved and commercial carrier departed runway 12R. I landed runway 12L without problems. On takeoff, I requested return ssf for VOR approach. Tower controller, surprised, thought I was full stop. He provided immediate instructions for IFR climb and handoff to approach. Carrier was long gone and there was never a conflict. Remainder of flight as planned without problems. Somewhere between tower, 2 approach controllers, and clearance personnel, I did not detect a change from my request ssf-sat-ssf. My misunderstanding due to involvement with changing instructions and past experience in successfully completing this route and training without problems.

Title: DURING PROFICIENCY INST PROC PRACTICE, THE TWR CTLR FORGOT THAT THE PLT OF AN SEL SMA HAD REQUESTED CLRNC FOR A TOUCH-AND-GO, AND RETURN TO HIS NEARBY HOME BASE ARPT, WHEN THE RPTR INITIATED TKOF AND RESTATED HIS REQUEST. THE CTLR QUICKLY HANDLED THE REQUEST AND HANDED OFF THE RPTR TO DEP CTL.

REMAINDER OF FLT AS PLANNED WITHOUT PROBS. SOMEWHERE BTWN TWR, 2 APCH CTLRS, AND CLRNC PERSONNEL, I DID NOT DETECT A CHANGE FROM MY REQUEST SSF-SAT-SSF. MY MISUNDERSTANDING DUE TO INVOLVEMENT WITH CHANGING INSTRUCTIONS AND PAST EXPERIENCE IN SUCCESSFULLY COMPLETING THIS RTE AND TRAINING WITHOUT PROBS.
