Narrative:

While I was controling traffic on the ground, aircraft (X) a lion heart was taxied by organization flag men to proceed to the runway for takeoff. Takeoff clearance is issued by the controllers on the runway using hand signals. Aircraft (X) proceed with full power straight ahead to begin his takeoff roll without clearance. All of the controllers tried to stop the aircraft but the pilot had his head down in the cockpit and paid no attention to the control personnel. He proceeded to hit a van used by control personnel to force traffic left or right. The pilot never looked up until he hit the van. The surface he was on is considered a non-movement area used to taxi on. This pilot would have hit another plane or persons if they had been standing or located in this area. The pilot was not aware of his surrounding.

Title: SMALL PLANE PLT HITS VEHICLE WHILE TAXIING.

Narrative: WHILE I WAS CTLING TFC ON THE GND, ACFT (X) A LION HEART WAS TAXIED BY ORGANIZATION FLAG MEN TO PROCEED TO THE RWY FOR TKOF. TKOF CLRNC IS ISSUED BY THE CTLRS ON THE RWY USING HAND SIGNALS. ACFT (X) PROCEED WITH FULL PWR STRAIGHT AHEAD TO BEGIN HIS TKOF ROLL WITHOUT CLRNC. ALL OF THE CTLRS TRIED TO STOP THE ACFT BUT THE PLT HAD HIS HEAD DOWN IN THE COCKPIT AND PAID NO ATTN TO THE CTL PERSONNEL. HE PROCEEDED TO HIT A VAN USED BY CTL PERSONNEL TO FORCE TFC L OR R. THE PLT NEVER LOOKED UP UNTIL HE HIT THE VAN. THE SURFACE HE WAS ON IS CONSIDERED A NON-MOVEMENT AREA USED TO TAXI ON. THIS PLT WOULD HAVE HIT ANOTHER PLANE OR PERSONS IF THEY HAD BEEN STANDING OR LOCATED IN THIS AREA. THE PLT WAS NOT AWARE OF HIS SURROUNDING.
