Narrative:
On climb out from atl, cleared to 10000 ft and established on a 360 degree heading, we noted the lights of another aircraft above appearing to be closer in distance and altitude than usual. Upon checking TCASII display, we began to shallow our climb rate and got a TCASII advisory (yellow) showing traffic ahead moving right to left within 2 mi and 600 ft above. A TCASII RA followed shortly thereafter commanding a climb in excess of 4000 FPM! With the aircraft in sight and leveloff already begun, we continued with the evasive action already underway and passed approximately 500 ft below traffic and within approximately 2 mi. When queried, the controller responded by suggesting that no problem existed because we were 'on a vector to the north and the traffic was being vectored west!?' the crew of the target aircraft responded that they had also received a TCASII RA.
Original NASA ASRS Text
Title: CLBING OUT FROM ATL, ACR X PLT RECEIVED A TCASII RA ON XING TFC BTWN 7000-8000 FT.
Narrative: ON CLBOUT FROM ATL, CLRED TO 10000 FT AND ESTABLISHED ON A 360 DEG HDG, WE NOTED THE LIGHTS OF ANOTHER ACFT ABOVE APPEARING TO BE CLOSER IN DISTANCE AND ALT THAN USUAL. UPON CHKING TCASII DISPLAY, WE BEGAN TO SHALLOW OUR CLB RATE AND GOT A TCASII ADVISORY (YELLOW) SHOWING TFC AHEAD MOVING R TO L WITHIN 2 MI AND 600 FT ABOVE. A TCASII RA FOLLOWED SHORTLY THEREAFTER COMMANDING A CLB IN EXCESS OF 4000 FPM! WITH THE ACFT IN SIGHT AND LEVELOFF ALREADY BEGUN, WE CONTINUED WITH THE EVASIVE ACTION ALREADY UNDERWAY AND PASSED APPROX 500 FT BELOW TFC AND WITHIN APPROX 2 MI. WHEN QUERIED, THE CTLR RESPONDED BY SUGGESTING THAT NO PROB EXISTED BECAUSE WE WERE 'ON A VECTOR TO THE N AND THE TFC WAS BEING VECTORED W!?' THE CREW OF THE TARGET ACFT RESPONDED THAT THEY HAD ALSO RECEIVED A TCASII RA.
