Why was this aircraft flown from abc with an engine that would not make takeoff power or maximum power? Callback conversation with reporter revealed the following information: the reporter stated the aircraft was pwred with 2 rolls royce tay 650 engines and the low power engine was replaced after arrival at ZZZ. The reporter said the aircraft departed from abc and was operated for 2 hours to ZZZ.

Narrative: WHY WAS THIS ACFT FLOWN FROM ABC WITH AN ENG THAT WOULD NOT MAKE TKOF PWR OR MAX PWR?
