Narrative:
While departing the penos 2 SID with a restr to maintain 15000 ft until crossing the mex 090 degree radial we were instructed to descend to FL150. (We were climbing through FL156) and turn right to 090 degree heading. Our clearance was to FL330. We complied and the controller told us we were not yet to the mex 090 degree radial. Our indications showed us to be there.
