Narrative:
A crossing restr was given to cross 35 NM north of sqs at 7000 ft. The PNF entered the data into the GNS/FMS while the PF started the descent and then referred to the GNS for the calculated vertical speed. Vertical speed was set on the autoplt and a few mins later the PF stated that something was amiss. The PNF reentered the data in the GNS/FMS and noticed it was not entered properly. By this time we were within 5 mi and over 3000 ft too high. The PF took appropriate action to try and make the restr while the PNF notified ATC that we might not make the restr. We crossed 35 NM north of sqs at approximately 7400-7500 ft, 400-500 ft high. ATC's response was 'oh well, the MOA's are active from 8000 ft and up.'

Title: CPR FLC FAILS XING RESTR N OF SQS.
Narrative: A XING RESTR WAS GIVEN TO CROSS 35 NM N OF SQS AT 7000 FT. THE PNF ENTERED THE DATA INTO THE GNS/FMS WHILE THE PF STARTED THE DSCNT AND THEN REFERRED TO THE GNS FOR THE CALCULATED VERT SPD. VERT SPD WAS SET ON THE AUTOPLT AND A FEW MINS LATER THE PF STATED THAT SOMETHING WAS AMISS. THE PNF REENTERED THE DATA IN THE GNS/FMS AND NOTICED IT WAS NOT ENTERED PROPERLY. BY THIS TIME WE WERE WITHIN 5 MI AND OVER 3000 FT TOO HIGH. THE PF TOOK APPROPRIATE ACTION TO TRY AND MAKE THE RESTR WHILE THE PNF NOTIFIED ATC THAT WE MIGHT NOT MAKE THE RESTR. WE CROSSED 35 NM N OF SQS AT APPROX 7400-7500 FT, 400-500 FT HIGH. ATC'S RESPONSE WAS 'OH WELL, THE MOA'S ARE ACTIVE FROM 8000 FT AND UP.'
