Narrative:
First officer was the PF. At top of descent, first officer obtained ATIS, but could not obtain landing runway information. Since first officer had only been to vep twice and had observed landing on runway 15 both times, first officer began briefing visual approach backed up with ILS for runway 15 (wind was light and variable) and is preferred runway. Sao pablo approach only vectors aircraft to 5000 ft MSL, at which time all aircraft perform procedure turn for runway assigned by tower. Non radar tower issues approach clearance to runway 15/33 (C #1 ILS 15) (C #2 ILS 15) (east #1 NDB 15) (east #2 NDB 33). Vep tower issued east #2 NDB 33, since there was a language problem and the first officer had tunnel vision briefing runway 15 visual/ILS, it sounded like east NDB runway 15. After procedure turn was completed and aircraft was on 3 mi final runway 15, vep tower cleared us to land on runway 15. After taxiing clear, tower informed us that we executed wrong approach, should have been east #2 runway 33. No other aircraft were on approach to vep. 2 comments are: tower controller was not observant to visually see us doing incorrect procedure turn, as all landing lights on aircraft were on. Secondly, first officer should never have briefed runway 15 approach, since he did not receive complete ATIS and never informed captain that he never received complete ATIS. Also, captain should receive ATIS on his own.

SINCE FO HAD ONLY BEEN TO VEP TWICE AND HAD OBSERVED LNDG ON RWY 15 BOTH TIMES, FO BEGAN BRIEFING VISUAL APCH BACKED UP WITH ILS FOR RWY 15 (WIND WAS LIGHT AND VARIABLE) AND IS PREFERRED RWY. SAO PABLO APCH ONLY VECTORS ACFT TO 5000 FT MSL, AT WHICH TIME ALL ACFT PERFORM PROC TURN FOR RWY ASSIGNED BY TWR. SECONDLY, FO SHOULD NEVER HAVE BRIEFED RWY 15 APCH, SINCE HE DID NOT RECEIVE COMPLETE ATIS AND NEVER INFORMED CAPT THAT HE NEVER RECEIVED COMPLETE ATIS. ALSO, CAPT SHOULD RECEIVE ATIS ON HIS OWN.
