Narrative:
With ZLA, a clearance to 12000 ft was given for 15 NM east of baret intersection. A vector was then given to head 190 degrees and contact socal approach. Some difficulty in contacting approach, descent was passing 13000 ft for 12000 ft. Traffic was noted on TCASII with a resulting RA. After reaction to RA was completed, contact with ZLA was established. Reported RA action. Center responded that socal approach would have had lower so it shouldn't have been a problem. Murphy's law applies here -- if it is the most inopportune time it will! Considering time element it is doubtful socal could have given a lower altitude to avoid the RA. A frequency change with a potential traffic conflict should be delayed until traffic conflict is resolved.

RPTED RA ACTION. CTR RESPONDED THAT SOCAL APCH WOULD HAVE HAD LOWER SO IT SHOULDN'T HAVE BEEN A PROB. MURPHY'S LAW APPLIES HERE -- IF IT IS THE MOST INOPPORTUNE TIME IT WILL! CONSIDERING TIME ELEMENT IT IS DOUBTFUL SOCAL COULD HAVE GIVEN A LOWER ALT TO AVOID THE RA. A FREQ CHANGE WITH A POTENTIAL TFC CONFLICT SHOULD BE DELAYED UNTIL TFC CONFLICT IS RESOLVED.
