Narrative:
GPS approach to hao (GPS 11). WX clear 6 SM visibility, winds at 040 degrees 4 KTS. Contacted hao unicom 50 NM out to pull out company car and be preparing to receive aircraft. No traffic reported. With wind conditions, chose to land on runway 11. Contacted cincinnati approach and cleared for GPS 11 approach. At 5 NM, terminated IFR and asked for any traffic in area -- none reported by approach. Switched to unicom and made several calls on advisory frequency 123.05. No response from any aircraft. On short final at 200-300 ft AGL (with all lights on), received transmission on unicom from another pilot on ground that a piper cub was on short final runway 29 (same runway, different direction). Saw cub touching down at opposite end. Made full power wave-off and climbed to pattern altitude. Cub executed touch-and-go and stayed in pattern. We then made uneventful landing. Cub was not equipped with radio (even hand-held) or lights. Unicom never reported traffic in area (man inside reading newspaper). This is a dangerous situation that could have resulted in 5+ fatalities. Cub pilot told FBO manager to F___ off when asked previously about operations without radio. This has got to stop or I will move aircraft to a controled field.
