Shooting the ILS to runway 31C at mdw, when breaking out of the overcast layer at 1000 ft, tower had an airplane on the runway. We were told to go around. We executed an uneventful missed approach.

Title: A CL65 FO SPOTTED AN ACFT ON THE RWY JUST AS HIS CAPT WAS BREAKING OUT AT 1000 FT MSL. THE TWR ISSUED A GAR AND THEY EXECUTED THE MISSED APCH.
