Narrative:
Location: 23 NM northwest of bambe intersection on UKW4 arrival. We were proceeding direct to bambe intersection, cleared to cross bambe at and maintain 11000 ft, 250 KTS. The first officer was flying. We were presently indicating 310 KTS and descending at 3000 FPM to make the crossing restr. TCASII had just been set to 20 NM range when a TCASII TA showed traffic at approximately 12 O'clock, 1100 ft below, less than 5 mi and opposite direction. A call to ZFW was unanswered with no one else speaking on frequency. At 13000 ft we got a TCASII RA to climb at 2000 FPM. We complied and while doing so I made 2 more unanswered calls to ATC. We bottomed out of our 3000 FPM descent into a rapid climb as the twin engine cessna passed directly below us at what looked like 300 ft separation to me, the TCASII showed 400 ft at the closest point. During the initial climb ZFW responded to my 3 frantic rapid fire calls with an apology, saying he should have caught it sooner. We stopped the climb at just over 13500 ft and resumed descent to 11000 ft.

Title: FLC OF A SUPER MD80 STOPPED THEIR ARR DSCNT AND CLBED IN RESPONSE TO A TCASII RA. FLC OBSERVE A CESSNA TWIN PASS 400 FT BELOW THEIR ACFT.
Narrative: LOCATION: 23 NM NW OF BAMBE INTXN ON UKW4 ARR. WE WERE PROCEEDING DIRECT TO BAMBE INTXN, CLRED TO CROSS BAMBE AT AND MAINTAIN 11000 FT, 250 KTS. THE FO WAS FLYING. TCASII HAD JUST BEEN SET TO 20 NM RANGE WHEN A TCASII TA SHOWED TFC AT APPROX 12 O'CLOCK, 1100 FT BELOW, LESS THAN 5 MI AND OPPOSITE DIRECTION. A CALL TO ZFW WAS UNANSWERED WITH NO ONE ELSE SPEAKING ON FREQ. AT 13000 FT WE GOT A TCASII RA TO CLB AT 2000 FPM. WE COMPLIED AND WHILE DOING SO I MADE 2 MORE UNANSWERED CALLS TO ATC. WE BOTTOMED OUT OF OUR 3000 FPM DSCNT INTO A RAPID CLB AS THE TWIN ENG CESSNA PASSED DIRECTLY BELOW US AT WHAT LOOKED LIKE 300 FT SEPARATION TO ME, THE TCASII SHOWED 400 FT AT THE CLOSEST POINT.
