Narrative:

Upon departure from eri at approximately XA20, the flight crew of air carrier flight xyz detected a power loss on the right engine. Passing through approximately 400 ft AGL, the PF called for climb power to be set. While bringing the propellers back to a climb setting of 1550 RPM, the crew noted the torque fall off slowly and the engine stabilize at a nominal idle fuel flow of approximately 200 pounds per hour. The decision was made to shut down the affected engine and return to erie for a precautionary landing. An emergency was declared with erie TRSA departure control. The flight crew secured the engine using all applicable memory items and followed the appropriate QRH guidance. The landing on runway 24 was without incident. The crew then taxied the aircraft up to the gate area, followed by the erie crash fire rescue equipment equipment. There were no injuries to any aboard or to ground personnel. Callback conversation with reporter revealed the following information: the reporter stated the power loss was caused by a failed speed governor. The reporter said the beta ring was worn in the speed governor which failed the primary and secondary fuel control and the engine failed to the overspd mode.

Title: A BEECH 1900D ON TKOF AT 500 FT AGL DECLARED AN EMER AND RETURNS TO THE FIELD DUE TO LOSS OF PWR ON #2 ENG CAUSED BY A FAILED SPD GOVERNOR.

Narrative: UPON DEP FROM ERI AT APPROX XA20, THE FLC OF ACR FLT XYZ DETECTED A PWR LOSS ON THE R ENG. PASSING THROUGH APPROX 400 FT AGL, THE PF CALLED FOR CLB PWR TO BE SET. WHILE BRINGING THE PROPS BACK TO A CLB SETTING OF 1550 RPM, THE CREW NOTED THE TORQUE FALL OFF SLOWLY AND THE ENG STABILIZE AT A NOMINAL IDLE FUEL FLOW OF APPROX 200 LBS PER HR. THE DECISION WAS MADE TO SHUT DOWN THE AFFECTED ENG AND RETURN TO ERIE FOR A PRECAUTIONARY LNDG. AN EMER WAS DECLARED WITH ERIE TRSA DEP CTL. THE FLC SECURED THE ENG USING ALL APPLICABLE MEMORY ITEMS AND FOLLOWED THE APPROPRIATE QRH GUIDANCE. THE LNDG ON RWY 24 WAS WITHOUT INCIDENT. THE CREW THEN TAXIED THE ACFT UP TO THE GATE AREA, FOLLOWED BY THE ERIE CFR EQUIP. THERE WERE NO INJURIES TO ANY ABOARD OR TO GND PERSONNEL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE PWR LOSS WAS CAUSED BY A FAILED SPD GOVERNOR. THE RPTR SAID THE BETA RING WAS WORN IN THE SPD GOVERNOR WHICH FAILED THE PRIMARY AND SECONDARY FUEL CTL AND THE ENG FAILED TO THE OVERSPD MODE.
