Narrative:
ZNY cleared us from FL190 to 15000 ft and told 'no delay.' immediately began descent and while going through 1000 FPM, was queried by controller about descent rate saying he showed us only 800 ft lower in 15 NM. Explained we were doing 1000 FPM but we were actually in process of increasing the rate. Controller was extremely rude and agitated and told us to do a 360 degree turn (did not specify what direction). We made a right 360 degree and then were cleared direct bwi. Summary and opinion: I (captain) feel that the controller got overloaded and behind as I believe he was trying to descend an air carrier flight over the top of us as he made a rude comment to the air carrier crew about our descent rate. Suggestions: 1) don't overload inexperienced controller. 2) descend at a rate of 2000 FPM when told 'no delay.'

Title: DH8. CTLR WAS UNHAPPY WITH CREWS DSCNT RATE.
Narrative: ZNY CLRED US FROM FL190 TO 15000 FT AND TOLD 'NO DELAY.'
