Narrative:
Cruising at FL280, given clearance to cross cfb at FL240. Controller asked us at 5 mi before cfb if we would make it down in time. We started an immediate descent, but started down too late to make the crossing restr. PF was operating radios as PNF was getting ATIS when clearance was issued. PF did not set crossing restr in FMS. This caused the event. In the future, all crossing restrs will be programmed into FMS as a backup to insure crossing restrs are met.

Title: CPR CREW UNABLE TO MAKE XING RESTR OVER CFB VOR.
Narrative: CRUISING AT FL280, GIVEN CLRNC TO CROSS CFB AT FL240. CTLR ASKED US AT 5 MI BEFORE CFB IF WE WOULD MAKE IT DOWN IN TIME. WE STARTED AN IMMEDIATE DSCNT, BUT STARTED DOWN TOO LATE TO MAKE THE XING RESTR. PF WAS OPERATING RADIOS AS PNF WAS GETTING ATIS WHEN CLRNC WAS ISSUED. PF DID NOT SET XING RESTR IN FMS. THIS CAUSED THE EVENT. IN THE FUTURE, ALL XING RESTRS WILL BE PROGRAMMED INTO FMS AS A BACKUP TO INSURE XING RESTRS ARE MET.
